Editor's note: Ben Harper, head of corporate sustainability, Zurich North America, recently testified at "Building Smarter: The Benefits of Investing in Resilience and Mitigation," a hearing before the U.S. House of Representatives Committee on Transportation and Infrastructure Subcommittee on Economic Development, Public Buildings and Emergency Management.
