Dee Francis and Rosalinda Rodriguez Landon, former healthcare administrators, were sentenced for their roles in a $154 million medical insurance fraud plot. The scheme involved recruiting thousands of healthy patients to undergo unnecessary surgeries to bill insurance providers. Francis and Landon pled guilty to conspiracy, grand theft, insurance fraud and other felony charges.

Francis will spend 6 years in state prison and Landon will serve 5 years and 4 months. Other defendants, including three doctors, pled guilty to related charges. The convictions followed an investigation by the California Dept. of Insurance, Orange County prosecutors and the California Franchise Tax Board. The grand jury heard testimony by more than 50 witnesses.
