David Miller, a former chief catastrophe aid official in Iowa, has been appointed head of the National Flood Insurance Program.

Miller, former administrator of the Iowa Division of Homeland Security and Emergency Management, will be joining the Federal Emergency Management Agency shortly, FEMA officials confirme. FEMA administers the NFIP.
