A tropical-storm warning is in effect for Puerto Rico and other locations in the vicinity as Tropical Storm Emily moves slowly into the area.
The National Hurricane Center (NHC) says Emily is a poorly organized storm and conditions in the area are not conducive to strengthening. Emily has been stationary, but is expected to resume a west-northwest motion at around 12 miles per hour later today. Maximum sustained winds are near 40 miles per hour.
