Congress would complete work on financial services reform before the July 4th recess under an aggressive reconciliation conference schedule outlined Tuesday by Rep. Barney Frank, D-Mass., chairman of the House Financial Services Committee.

The bill is H. 4173.

Under the schedule, proposed by Rep. Frank, the House would vote on final legislation Tuesday, June 29, giving the Senate three days to complete work on the bill.

Under the Frank plan, the Reconciliation Committee conference would begin on June 9 with its organizational meeting and opening remarks.

The Reconciliation Committee would hold five open working sessions, starting June 15 and finishing June 23.

Under the plan, the conference would conclude June 24, with a formal signing ceremony and with the conference report filed shortly thereafter, the memo said.

The Senate already has named 12 conferees–seven Democrats and five Republicans.

Eight of these are members of the Senate Banking Committee, headed by panel chairman Sen. Chris Dodd, D-Conn., and ranking member Sen. Richard Shelby, R-Ala.

The four others are members of the Senate Agriculture Company, headed by Sen. Blanche Lincoln, D-Ark., chairman, and Sen. Saxby Chambliss, R-Ga., ranking minority member.

Rep. Frank also proposed that the House appoint conferees June 8, when it returns from its Memorial Day recess. Rep. Frank proposes in his memo that he serve as chairman for the House members, and that the seven Democratic members of the Reconciliation panel include all the Financial Services Committee subcommittee chairs.
