U.S. auto thefts declined in 2009 for the sixth consecutive year, according to the National Insurance Crime Bureau (NICB).
The NICB said it compiled the data from the National Crime Information Center.
Citing Federal Bureau of Investigation data, the NICB said auto thefts dropped 18.7 percent in the first six months of 2009 compared to the same period in 2008.
Laredo, Texas topped the NICB's 2009 list as the city with the highest auto theft rate.
Laredo, which borders Mexico, ranked second behind Modesto, Calif. in 2008, according to the NICB.
For 2009, the NICB ranked Modesto second, followed by Bakersfield, Calif.; Stockton, Calif.; and Fresno, Calif.
Fresno jumped five spots from tenth in 2008.
