WASHINGTON–A bill aimed at helping small veteran-owned contractors obtain surety bonding is harmful rather than helpful, an official of the Surety & Fidelity Association told a congressional panel yesterday
SFAA President Lynn M. Schubert, in testimony before a U.S. House Veterans' Affairs subcommittee, said the measure as drafted would hurt the very businesses it is designed to aid.
