Embracing the logic that mitigating disaster-related damages begins with promoting more durable dwellings, the U.S. House has approved the Community Building Code Administration Grant Act (H.R. 4461). Introduced by Rep. Dennis Moore (D-KS), the bill will create a competitive national program that offers awards to local governments for stellar building code administration and enforcement. It will essentially provide needed funding for local and state authorities to enact and enforce strong building codes. Consequently, the proliferation of structurally sound buildings would lessen the overall impact of storms on insurers and policyholders.

Over the span of five years, the act will allocate $100 million to local governments, capping awards at $1 million per recipient. It will require recipients to match a portion of the funds received and will outline the usage of funds and selection criteria. Preference will be given to governments in financial distress, and the legislation would not interfere with local and state authorities to enact and enforce building codes.

“It is prudent to take action before an earthquake or hurricane to diminish damages,” said Marc Racicot, president of the American Insurance Association (AIA).
