Two Folsom, Calif. men were arrested on May 16 for arson and insurance fraud. Donald Walker, 21, was charged with two felonies including insurance fraud and arson. Jeff Carter, 22, was charged with five felonies including insurance fraud, arson and perjury.

On April 22, 2007, the charred remains of Carter’s 1995 Chevy truck were recovered in El Dorado Hills. Carter claimed that Walker had borrowed his truck that day, and that Walker was merely an acquaintance he had met just a day before. However, Carter later recanted this statement while under oath when he denied allowing Walker to borrow his truck. Carter then reported his vehicle stolen on April 23, 2007, the day after the charred truck was recovered. He also filed a claim with his insurer after reporting his vehicle stolen.
