Pennsylvania Insurance Commissioner Diane Koken resigned today, and will be succeeded on an interim basis by Deputy Commissioner Randolph Rohrbaugh.

Ms. Koken, Pennsylvania's longest-serving insurance commissioner, will serve as a senior advisor to Governor Edward Rendell before returning to the private sector in mid-March.

Mr. Rohrbaugh will serve as acting commissioner during the formal search for a permanent successor to Ms. Koken.

"Under Commissioner Koken's strong leadership, the Insurance Department has made tremendous strides in protecting consumers and regulating the industry," Gov. Rendell said in a statement.

Ms. Koken has been insurance commissioner since August 1997, serving the administrations of two Republican governors and the current Democratic incumbent.

In September 2004, Ms. Koken was elected president of the National Association of Insurance Commissioners, following the resignations of Ernst Csiszar and James Poolman, as president and vice president respectively. Three months later she was elected to a full one-year term.

During her term the NAIC confronted various issues surrounding broker compensation resulting from numerous state and federal investigations.

Since 2001, Mr. Rohrbaugh has served as deputy insurance commissioner for the department's Office of Insurance Product Regulation and Market Enforcement, which is responsible for reviewing and regulating the insurance rates charged and the policy forms that are sold in Pennsylvania for accident and health, life, and property-casualty insurance. He joined the department in 1994 after working in the private sector.
