Former New York State Insurance Superintendent Howard Mills has joined Deloitte & Touche USA LLP's insurance industry group in New York as its chief advisor.

The consulting services company said Mr. Mills would help further assist Deloitte's insurance company clients in solving their most challenging problems and focus on a range of market-facing activities including strategic advisory work in areas such as regulatory issues managing the complexities of compliance, growth and globalization.

Mr. Mills was appointed New York superintendent by Republican Gov. George E. Pataki in 2004 and served until last month when he resigned after the election as governor of Democrat Eliot Spitzer, the former New York attorney general.

"Howard Mills is a wonderful addition to Deloitte's insurance industry group," said James H. Quigley, chief executive officer of Deloitte & Touche USA. "In his role as superintendent of the New York State Insurance Department, he was most noted for his valuable contributions in framing and dealing with complex and difficult issues, as well as developing solutions to these issues."
