Deputy Commissioner for Property and Casualty Insurance Tom Streukens, a senior staffer at the Office of Insurance Regulation (OIR), moved on in September. He became operations director of the Florida Workers' Compensation Insurance Guaranty Assoc. (FWCIGA). The association settles the claims of insolvent insurers that are authorized to do business in the state. Insurance Commissioner Kevin McCarty appointed Belinda Miller to serve as interim deputy commissioner. She had been Deputy General Counsel for OIR since September 2003. She previously held a variety of positions with the Department of Insurance, including director of the division of rehabilitation and liquidation, director of the division of insurer services, and director of the legal division.

"FWCIGA is a critical component in Florida's insurance matrix, and the organization will be extremely well served by Tom's talent and experience," said McCarty. "I could not overstate the value he has brought to the office; we will miss him very much."

Streukens and Miller played pivotal roles for the OIR in the creation of the new Florida Property and Casualty Joint Underwriting Association, which provides insurance for businesses unable to find coverage in the private market.
