The Public Entity Risk Institute, a nonprofit risk management training and educational organization, said the U.S. Department of Homeland Security has awarded a $750,000 development grant for systems and guidance to minimize liability risks when municipalities use volunteers.
The Fairfax, Va.-based PERI said this included research in the use of citizens and volunteers to support emergency responders.
PERI said the grant was awarded as part of the fiscal-year 2006 Citizen Corps Support Program operated by the DHS' Preparedness Directorate.
"PERI has been working with Citizen Corps for the past two years on liability issues, so this award is a natural continuation of our efforts on their behalf," said Gerard J. Hoetmer, executive director of PERI. He noted that Claire Reiss, PERI's deputy executive director and general counsel, has taken the lead in analyzing volunteer liability risks.
This analysis has included presenting legislative recommendations to congressional staff, giving presentations to Citizen Corps groups and nonprofit organizations, as well as participating in broadcasts on National City Network.
Mr. Hoetmer said Ms. Reiss is "ideally suited to lead the PERI team in designing studied solutions for Citizens Corps Councils and programs to effectively address liability issues."
The project will be conducted over a 12-month period, with a comprehensive package of tools and best practices completed by July 31, 2007, Mr. Hoetmer said.
