South Carolina Insurance Commissioner Eleanor Kitzman has announced a reorganization that includes moving the Alternative Risk Transfer Services (ARTS) division to the Financial Services Division, reporting to Charles Perry, deputy director.

Jeff Kehler, hired last year as program manager for ARTS, is responsible for managing the day-to-day activities of ARTS and will continue in that capacity, the department said.

Mr. Kehler in 2005 assumed overall management responsibility for the ARTS division from Leslie Jones, the department said.

Ms. Jones assumed a new position with the department as an executive assistant, consulting actuary, serving as liaison to the National Association of Insurance Commissioners (NAIC) for actuarial, life/accident/health and captive issues.
