The state's workers' compensation climate was trending breezier in 2003 when Gary Harvey opened an office for the PMA Insurance Group in Tampa to offer programs for mid- and large-size employers.

“We moved into the [immediate] pre-reform era when rate levels were inadequate, benefit levels were not great, and permanent total disability was three times the country-wide average,” Harvey told Florida Underwriter in a recent look back at activity since the group's expansion into Florida.

He brought extensive experience in the Florida marketplace, including nine years with Royal and Sun Alliance, where he served as regional operations executive and underwriting manager of commercial property and casualty, as well as underwriting manager for the company's Marsh Advantage America operation. Additionally, he spent more than two decades in underwriting and marketing positions for Cigna Corporation.
