A Boston insurance company pushing for extension of the federal terrorism reinsurance backstop has started a special Web site to help lobbying efforts for Terrorism Risk Insurance Act renewal.

By contacting www.libertymutual.com/tria, "with just a few mouse clicks, visitors can identify their federal legislators, find their contact information, and personalize an online letter urging TRIA's extension," advised Liberty Mutual.

The company said that with the issue coming to a head in Congress before TRIA expires on Dec. 31, it has launched a site to help commercial insurance policyholders "take an active role in securing an extension for this critical federal insurance backstop."

In addition to contacting members of Congress, Liberty Mutual said risk managers may choose to distribute the site's link to help their company's senior management push for the extension.

Paul Mattera, public affairs director for Liberty Mutual, said firms can use the site to involve employees at all levels. He noted that, "While business groups have a number of powerful reasons to extend TRIA, legislators are most responsive to the people and companies in their districts–'all politics is local.'"

The Web site, he said "helps individual risk managers, top management or employees throughout a company understand the need for TRIA and transform this into constituent action."

Liberty said the site gives the top reasons for extending the backstop and provides studies supporting its extension and understanding of where the legislation stands in the complex political process.

The company said that for maximum impact, the site recommends individuals fax letters to their representative and senators, advising that "e-mails often carry little weight and mail can take weeks to arrive."

The "Risk Manager" button in the site's "Take Action" section gives risk managers step-by-step instructions for building employee support for the extension, including linking their intranet to the site.

"It's crunch time," said Mr. Mattera. "There are a number of key issues facing Congress and only a fixed number of days to address them. So now's the time for people to help their legislators understand just how important TRIA is to them. With such broad support, the Senate could act on the extension before Thanksgiving, with the House following quickly and the president signing it by the end of the year."
