Kentucky Republican Gov. Ernie Fletcher has announced that Glenn Jennings will return as the state's top insurance regulator following the abrupt resignation of Martin Koetters, who resigned last Tuesday.

Mr. Jennings, a veteran public servant, held the position of executive director of Kentucky Office of Insurance on an acting basis for the first half of last year.

Office of Insurance spokesman Mark York said Mr. Koetters gave no reason for leaving in his brief resignation letter and did not describe any future plans.

Most recently, Mr. Jennings served as deputy executive director of the Office of Charitable Gaming, which, like the Office of Insurance, is an agency of the Environmental and Public Protection Cabinet.

Mr. Jennings has more than 20 years of experience in the health care field, specializing in financial management and information processing.

He joined Kentucky state government in 1974 and worked in a variety of roles including deputy commissioner of the Department of Medicaid Services.
