AAIS Doing Terrorism Survey

NU Online News Service, March 16, 11:30 a.m. EST?An online survey of business purchasing practices for terrorism insurance has been launched by the American Association of Insurance Services.[@@]
The Wheaton, Ill.-based advisory group for property-casualty insurers said they were asking commercial lines professionals in companies, agencies, and brokerages to provide confidential responses that will be used in part to develop products for members.
The site for the five-question survey is www.AAISonline.com.
Respondents are asked to estimate how many commercial insureds have opted for coverage under the federal Terrorism Risk Insurance Act (TRIA) of 2002, and what is the main reason that commercial accounts don't purchase terrorism coverage under the federal backstop.
It also asks why some insureds forgo coverage under the program, what is the most common way to address losses from "non-certified" (domestic) terrorist acts, and the respondent's opinion regarding the future of TRIA, which is due to expire Dec. 31, 2005.
The survey asks if TRIA should be renewed as is, modified or allowed to expire--and if not renewed, how the industry and the country should handle terrorism risks.
AAIS noted that the survey is free of charge and collects no identifying information from respondents, other than to ask what type of organization they work for.
In addition to product development, the survey will be used to determine many other factors, according to Joseph Harrington, AAIS corporate communications director. These include:
? Regulatory determinations.
? Requests from member companies.
? What the reinsurance market does regarding terrorism in terms of what they provide and how agreements are written.
AAIS is a national advisory organization that develops standardized policy forms, manual rules, and loss-cost rating information used by more than 600 p-c carriers nationwide.
Mr. Harrington said the survey has no connection with the U.S. Treasury Department survey now underway, which seeks to gauge the ability of carriers to provide terrorism coverage once TRIA expires.
