CIC-DC One Of Top 5 U.S. Domiciles

NU Online News Service, Dec. 30, 2 :55 p.m. EST?The Captive Insurance Council of the District of Columbia Inc. doubled its number of captives in 2003, ending the year with 20 captive insurers and risk retention groups, according to the association's president.[@@]

"This numerically puts us in the top five as an onshore domestic domicile for captives," said George Pantos, CIC-DC president.

Newly licensed captives, he said, include risk retention groups and association captives. "I think the largest one we saw licensed this year was the sponsored association captive licensed for ASAE," the American Society of Association Executives.

Mr. Pantos said ASAE will offer protected cell captives to its 25,000 members. "This is significant because it opens the door to associations that don't want to form their own captive," he said.

Also this year, he said D.C. saw its first risk retention group, licensed to network health providers. A group of physicians in Texas formed the group to provide medical malpractice coverage to physicians practicing in Houston, he noted.

CIC-DC has doubled its membership, which is now 40, he added. The association announced that a year-end report and preview of 2004 will be presented on Jan. 14 by William P. White, appointed director of the D.C. Department of Insurance and Securities Regulation Captive Companies in June. The domicile has a project underway to revise the D.C. captive law in 2004, he said, which also will be previewed at the meeting.

The seminar, scheduled for 8:00-9:30 a.m. at the University Club, 1135 16th St, N.W., in Washington, includes current developments inside the District of Columbia Office of Insurance and Securities Regulation.
