Getting Lame Ducks In A Row

The quacking you heard last week was probably the sound of lame ducks reluctantly returning to Washington. The key question on the minds of every insurer, agent and risk manager was whether lawmakers would establish a federal terrorism reinsurance backstop before bringing the gavel down for the last time on this Congress.

As this edition went to press, the House was scheduled to take up a compromise bill, and speculation was that the Senate would soon follow suit if the House acted, given the pressure leveled by President George W.
