Klingel Named CEO For NCCI

NU Online News Service, Sept. 16, 2:15 p.m. EST?Ending a 10-month search, NCCI Holdings Inc. said today its board has selected an executive with The St. Paul Companies to serve as the new president and chief executive officer for the statistical rating agency.

Named to the post was Stephen J. Klingel, 51, who is currently senior vice president for commercial lines with The St. Paul companies, in St. Paul, Minn.

Mr. Klingel fills an opening that was created last November when CEO Bill Schrempf left after a controversy. The flap developed when employees displaying American flags after the Sept. 11 terrorist attack were given a management directive to remove them from their office spaces.

National Council on Compensation Insurance, based in Boca Raton, Fla., said Mr. Klingel has worked for The St. Paul for nearly 30 years in such key roles as president for personal insurance, upper Midwest region president, vice president for commercial underwriting, and vice president/general manager.

NCCI Board Chairman Richard F. Russell, the president and CEO of Amerisure Companies, said, "Steve's long record of accomplishment with The St. Paul, his proven operational expertise, and his extensive knowledge of the insurance industry all combine to make him an ideal candidate to guide NCCI's future success. We are very pleased to welcome him to the company."

Mr. Klingel called it an honor to head the 75-year-old company and said, "I look forward to leading a renewed effort to deliver on NCCI's mission to provide insurers, state regulatory officials and lawmakers with valuable workers' compensation services to assist them in their responsibilities as industry stakeholders."

Mr. Klingel succeeds Chapin Clark, who was called out of retirement from the NCCI to serve as interim president in November 2001.

"Chapin Clark has the gratitude and respect of the entire board of directors," Mr. Russell commented. "During his short tenure as president and CEO, Chapin acted decisively to build up the company's actuarial resources, to restore client relationships, and to assist the industry in dealing with a hardening workers' compensation insurance market. We consider ourselves fortunate to have had the opportunity to call on his considerable expertise on short notice."

Mr. Klingel is a North Barrington, Ill., resident. A graduate of Beloit College, Beloit, Wis., he is an Eagan, Minn., native and earned his chartered property-casualty underwriter designation in 1978.

NCCI Holdings Inc., a shared-services organization serving the workers' compensation industry, provides insurers and regulators with workers' comp data to establish accurate loss costs, calculate experience rating modifications, manage residual market mechanisms, and reduce overall costs
