Ga. Captive Group Sets Oct. Confab

By Caroline McDonald

NU Online News Service, Sept. 16, 12:10 p.m. EST? Reinsurance availability and expanding captive insurers' activities will be among the topics discussed at the upcoming Georgia Captive Association Inc. annual meeting, the association president said.

The gathering, a joint meeting of members and the board of directors, will take place Oct. 8-9, on St. Simon's Island, Ga., the association announced.

Kevin M. Doherty, president of the association, said the board and members will be discussing legislative efforts to expand the scope of captives in Georgia to include employee benefits.

He said the group also plans to discuss marketing issues such as "trying to get a grasp on the reinsurance market, which seems to be hitting the Georgia captives particularly hard."

Mr. Doherty explained that Georgia has some unique characteristics, one of which is that most of the captives are association programs and write workers' compensation, "so they are affected differently by the reinsurance crisis than other captives would be."

He said the difficulty in placing workers' comp lies somewhere between professional liability, directors and officers, nursing home or malpractice, and "a plain-vanilla property program."

The board "may or may not take any action" on the issues at the meeting, he added, but "our duty is to discuss issues that are of the greatest concern to our members, and reinsurance is right at the top of the list."

The meeting will include a legislative session and panel with State Senate and House Insurance Committee members Rep. Jimmy Lord, D-Jefferson, chairman of the House Committee; Rep. Ben Harbin, R-Columbia, House Ranking Member; and Sen. Robert Lamutt, R-Cobb, Cherokee.

Georgia Insurance Commissioner John W. Oxendine will also speak at the meeting , the association said.
