The Texas Department of Insurance has adopted changes to the Texas Administrative Code on the Motor Vehicle Crime Prevention Authority (MVCPA) pass-through fee.
The pass-through fee, which insurers must pay to the MVCPA, is being increased from $4 to $5 to better fund the detection and prevention of catalytic converter thefts. The amount owed is $5 multiplied by the total number of motor vehicle years of insurance for policies delivered, issued for delivery, or renewed.
The insurer may recover some or all of the fee from the insured. If they choose to do so, they must notify the policyholder of the purpose of the fee. In addition to catalytic converter thefts, the fee also funds auto theft and fraud prevention, criminal justice efforts, and trauma care and emergency medical services for victims of accidents due to traffic offenses.
