The Louisiana Department of Insurance adopted Emergency Rule 49 following the impact of Hurricane Francine. The Emergency Rule is effective September 9, 2024, and will be in effect until November 11, 2024, or earlier if terminated by the insurance commissioner.

Louisiana Governor Jeff Landry declared a state of emergency on September 9, 2024, in anticipation of Hurricane Francine. That declaration gives the Department the power to adopt emergency provisions, per Louisiana State Legislature RS 22:11.

The emergency provisions aim to protect policyholders and promote public health and safety after the heavy rainfall and devastation caused by Hurricane Francine. Any notice of cancellation or nonrenewal for a policy that was in effect on September 9, 2024, is null and void. The notices can be reissued after the expiration of Emergency Rule 49.
