When terms aren't defined in a policy courts turn to a standard desk reference since that is what is accessible to most insureds. Merriam-Webster online defines hand tool as a small tool such as a hammer or wrench that does not require electricity. Other online sites agree – hand tools would be screwdrivers, wrenches, pliers, axes, anything that operates solely on the physical energy of the person holding the tool.
