Would electric bicycles be covered under both the property section and liability section of a HO 00 03 04 91?

In the property section of the form, under Property Not Covered, the policy states under part 3. that it does not cover motor vehicles or other motorized land conveyances. These are not defined terms. In such cases, courts turn to standard desk references. Merriam Webster online defines vehicle as: a means of carrying or transporting something// planes, trains, and other vehicles. A conveyance is defined as : a means of transport : VEHICLE. Motor is defined as: any of various power units that develop energy or impart motion: and includes : a gasoline engine and c: a rotating machine that transforms electrical energy into mechanical energy. So your electric bike would fit the definition of motorized conveyance; a motorized conveyance doesn't have to be powered by a gas engine. However there is an exception if the vehicle is not subject to motor vehicle registration and is either used to service an "insured's" residence, or is designed for assisting the handicapped. If the insured only uses the electric bike to move things around the yard or from the front of the house to the back, it could fit this exception. Otherwise, there is no coverage under the property section of the policy.
