Form 3 Special Form under Homeowner or Farm Owner Policy. Someone left a window open; it rained 3 inches resulting in interior water damage to walls and floor. Is this covered?

The HO 00 03 contains no exclusions under the coverage for the dwelling itself. That section is open perils and there is coverage. However, for personal property that is named perils, and property damaged by rain is only covered when wind or hail has damaged the roof or wall allowing rain to enter.
The FP 10 60 Causes of Loss Farm Property contains the same exclusion for loss caused by rain unless the building is damaged by wind or hail and water comes in through that damage except that it applies to the interior of the building as well.
