Our insured under a homeowners policy filed a claim for a busted water pipe at a joint located in their yard after the water meter. There was no damage to the house or its contents. Repair cost came up to $750, which we agreed to pay. However, the insured wants us to pay $250 for that part of the water bill for the last two months in excess of their usual monthly consumption. Is he entitled to that?

Water is not covered property under the ISO HO 00 03. It is the last thing listed under Coverage A Property not Covered along with steam. Under much older policies before the 2000 edition, water was covered. However, the policy was changed and while the insured suffered a loss of water and was charged for it, water is not covered property.
