The past several years have seen historic hurricanes throughout the United States, causing billions of dollars in damage. The National Flood Insurance Program has long been unable to handle the volume of claims it receives and remain solvent, in part due to rating that is not actuarially sound. Over the past several years, many ideas have been proposed to fix the system but so far, none has been implemented. Many proposals contain components to encourage carriers to write flood policies. Improved analytics that better indicate accurate risk of flooding help make private carrier more able to provide flood coverage. In light of this ISO developed both personal and commercial flood programs in 2018. The Personal Flood Policy FD 00 01 11 18 form was filed and approved for November 2018. Most states have adopted the form. For a full comparison of the ISO form and the NFIP program, see our book Personal Flood Insurance Coverage Guide
