When to Add Youthful Drivers to Policy

It has always been our understanding that youthful drivers with only a drivers permit were not rated on an personal lines auto policy until they obtained an actual drivers license (s/a a junior operators license). Is this correct? If yes, are there any written rules that I can reference?

It really depends on the carrier's underwriting specifications. While they're not driving without someone else in the car for guidance they are driving the vehicle so they could be responsible for the accident. Standard auto policies don't address licensing of the driver, that's per each company's underwriting guidelines as filed with the state. Many carriers do wait until the person is fully licensed, but they don't have to. As long as the state has approved the underwriting filings, then it's ok.
