Our insured is an auto body shop and has the standard business auto policy with symbol 7 for liability coverage. The insured rented one of his vehicles on the policy to a customer. The renter of the vehicle caused an accident, damaging another's auto, and the injured party intends to file a claim for property damage. In this scenario, does the BAP provide liability coverage for the insured?

Since symbol 7 is for specifically described autos, there is no coverage unless the car in question has been specifically described in the declarations of the BAP. The liability coverage is for covered autos and symbol 7 requires that covered autos be specifically described.
As for who is an insured in this instance, the named insured is and so is the permissive driver.
