Pool Liner and Concrete Block

Insured has an in ground pool. Water collected on the cover and pulled down on it, causing one of the concrete blocks used to hold it in place to fall in and tear the liner.

Would this be excluded under the “Freezing, thawing, pressure or weight of water or ice, whether driven by wind or not” exclusion?

Or is it simply a falling object at that point?

While the block caused the damage, the block would not have fallen but for the weight of the water that collected on the cover. Therefore, the damage to the liner is excluded.
