I find nothing in the CA 00 01 Business Auto Coverage Form that defines the spouse of the named insured as a named insured. Am I missing something or is a spouse of an individual named on the declaration not automatically included as named insured? I understand the spouse would be insured as a permissive driver.

A spouse is not listed as a named insured on the BAP because the BAP is usually used for a business and of course, a business cannot have a spouse. So, unlike under a PAP, a spouse is not an automatic insured under a BAP. You are correct that a spouse would be considered an insured as a permissive driver of a covered auto that the named insured owns, hires, or borrows.
Now, if for some reason, the spouse is listed as a named insured on the BAP (and if the insurer has no problem with this arrangement), that would also make the spouse an insured.
