Symbol 9 on the business auto policy refers to nonowned autos, that is, those autos that the named insured does not own, lease, hire, rent, or borrow. It appears to us that the only thing left if one does not own, lease, hire, rent, or borrow a vehicle is to steal it. What are your thoughts on this?

You are focusing on the word “not”, but you should be focusing on the word “you”. Symbol 9 applies to autos that the named insured does not own, lease, hire, rent, or borrow. In other words, autos owned by or leased by or rented to entities other than the named insured. This category is mainly meant for employees using their own cars in the furtherance of the named insured's business.
