We have a fire with contents and ALE claim. When there is no dwelling displacement is ALE required until the contents are paid? Is contents ALE handled like a dwelling and contents claim?

The trigger for ALE is that the property is not fit to live in. If the insured has no contents, it makes it hard to sleep, eat if you're used to using a table and chairs, and do much else other than use the bathroom (assuming one still has some towels and tp). If the insured cannot maintain his normal standard of living, then he gets ALE. You need contents for a normal standard of living, and if the tenants policy hadn't wanted to provide ALE for the lack of contents then there would be no reason to list the coverage since it's primarily a contents policy.
